Interested to hear thoughts on engaging stakeholders who are generally and historically apathetic related to groundwater management. Insofar as SGMA and GSP development, how do GSAs raise stakeholder engagement when they don’t necessarily know what projects will be part of a GSP or what supply/demand management actions will be taken?

In other words, how do you get interest in GSP development when you don’t know how a GSP will affect water users’ (ag and urban) bills or how it can affect their water supply? It seems like unless their is a ‘tangible’ threat to pocketbooks, water supply or water quality, people are generally apathetic throughout the state.
