Water in California is a public resource whose lawful use under Article X of the constitution must be both beneficial and reasonable. Among beneficial categories identified by the Code of Regulations (CCR) §659-672 are domestic consumption, irrigation, energy production, municipal consumption, mining, industrial use, fish and wildlife preservation, recreation, aquaculture, stock watering, water quality maintenance, frost protection, and heat control.
